To understand how North Dakota evaluates and polices gambling, you have to first examine how they define it. Within this state, it is as follows:

Turtle Mountain Band of Chippewa Indians has partnered with IGT PlaySports to bring sports betting to the tribe's two casinos in North Dakota. The tribe owns Grand Treasure Casino in Trenton and Sky Dancer Casino and Resort in Belcourt.
Turtle Mountain Band of Chippewa Indians Chairman, Jamie Azure, issued this statement:
'By leveraging IGT's proven PlaySports solution, Turtle Mountain will launch an exciting sports betting operation at Grand Treasure and Sky Dancer casinos backed by best-in-class technology, services, and flexible self-service products.'
PlaySports betting kiosks will be installed throughout both casinos. Teller windows will open with designated hours
North Dakota laws neither allow or disallow sports bets placed inside casinos. Online sports wagering is prohibited. The Turtle Mountain Band has classified sports betting as Class III gaming, which thereby makes it acceptable under their gaming compact signed with the state.

North Dakota Indian gaming has been negatively impacted by the state's legalization of electronic pull-tabs, or e-tabs. Tribal leaders say the e-tab machines are competing for gambling dollars against North Dakota Indian casinos. As a result, tribes have formed a new coalition to combat the threat.
Since the introduction of last August, more than 2,300 e-tab machines have been installed at 570 sites across the state. Players have spent over $410 million on these games over the past seven month, which has benefitted both charities and the state treasury.
